July 1, Electronic Submissions

As all of you know NIH is phasing in electronic proposals. We are already working with everyone submitting for June 1st. This announcement is only about the July 1, 2006 electronic submissions.

For July 1st, electronic processing will be required for RESUBMISSIONS of U13, R03, R13, R15, R21, R33, R34, and R36 grant proposals. Resubmissions of other types of proposals continue to be paper submissions.

FOR THE ELECTRONIC SUBMISSIONS ONLY OSP has requested that you submit your proposals to them on or before Friday, June 9, 2006. The early deadline is necessary to allow time for the proposals to be submitted to grants.gov, repeatedly if necessary, until it is successfully received. We have already had electronic submission that required two weeks to get in successfully “received.” The technical difficulties of electronic submission coupled with the July 1st deadline for paper submission of R01’s are our main concern.

We will NOT turn away proposals that come in after June 9th, but OSP will clear the existing pipeline of electronic proposals before they tackle that later electronic submissions. We hope you will aim to be in the first set of proposals to ensure successful submission.

We know that deadlines are difficult. Early deadlines are more difficult. Until we all have more experience with this new system we are trying to be cautious so no proposals are left behind. Once we are more experienced, OSP is appropriately staffed and Grants.gov has worked out some of the existing problems we do not expect to need such early deadlines.
